The Breakthrough Institute is a small think tank with big ideas, reinventing politics for the next generation.

Problems:
Worldwide energy consumption is estimated to triple by 2050. As global warming demands that we massively reduce greenhouse gas emissions, how do we simultaneously meet the needs of the global poor and reduce emissions?

Since 9/11 there has been great debate about the morality and legality of the most controversial aspects of "the war on terror." But a more basic question needs to be answered: what works and what doesn't in preventing terrorism?

Program:
New challenges require new solutions. Breakthrough is focused on making clean energy cheap through technology innovation to deal with global warming and poverty. And it is developing a national security strategy to prevent terrorism by focusing on what is proven to work.

Progress:
Breakthrough Institute is shifting the debate over global warming from pollution regulations to technology innovation. Today everyone from Bill Gates to Brookings to Barack Obama recognize that direct investment in radical energy innovation is critical. Starting in 2010, Breakthrough will lead the charge for rigorous evaluations of counter-terrorism tactics so we can focus on what works, not what doesn't.
